Testing should come before heavy modification whenever possible. A few stock runs can reveal where the car actually loses time. If it struggles under braking, improve that area. If it cannot put power down, work on traction. If it feels slow only because it carries too much speed into corners and exits poorly, changing the driving technique may be more useful than another upgrade.

This method also keeps the collection from becoming expensive without becoming useful. A car does not need every available modification to become interesting. Sometimes a handful of carefully selected changes can completely alter its behavior while preserving the characteristics that made the vehicle worth buying in the first place.
